I kind of got the impression that both Vizlet (before she realized the truth) & the Patriarchs expected Kass to stay at the Enclave, especially as they didn't seem to take the whole 'diplomat' thing seriously.
Vizlet has changed her tune, but I could quite easily imagine one of more of the Patriarchs enquiring of Vizlet where Lady Kass is, & being at least a little taken aback upon being told that she'd just gone right back out the door.
